We suggest using a toilet base plate to build up the floor around the flange. By building up the floor you will be able to have the toilet bowl sit flat.

Do I need to use the spacer?

No. The spacer is to be used when the floor flange is below the surface of the floor.

Can I stack two of the blue (non-wax) gaskets together?

Yes, the non-wax gaskets are stackable.
